The system of state and municipal purchases is an important and actively developing part of the economy of the Russian Federation. The urgency of the research is defined by the necessity of a detailed analysis of problems and mechanism of the state and municipal purchases on the regional and municipal level. The article examines the existing shortcomings of the system. The author pays specific attention to the problems of planning and determination of the initial (maximum) contract price, as well as efficiency estimation of state and municipal contracts.
