Innovative Economy in Russia: Problems and Perspectives

Modern research focuses mostly on practical issues of rationalization, improvement, and modernization. Such policy naturally, has no factor of long-term development for the enterprise, or for economy as a whole. The mechanism which would adjust the reproduction of new research is non-existent. Forming a system of reproduction of fundamental knowledge is not on the forefront of strategic development of the country. This hinders the development of Russia’s innovation system, making it necessary to resort to borrowing existing innovations. This obviously has a negative impact on the formation of national innovation system. Development of a policy of balanced fundamental and practical research is important for the second and subsequent echelons within the framework of national innovation paradigm.
