Trends in the Development of Democratic Institutions Legislation in the Constituent States of the Russian Federation

The legislation of the constituent states of the Russian Federation on institutes of direct and representative democracy is important, but not a self-sufficient component in the general system of legislative regulation of institutes of democracy. A defining, leading part in that is played by the federal legislation. The role of the legislation of the constituent states is defined by the Constitution of the Russian Federation. The article examines corresponding positions of the Constitution of the Russian Federation and their implementation in the practice of legislative regulation. The author concludes that optimum (from the point of view of maintenance of functioning of the institutes of democracy) development of the legislation is possible, given a comprehensive and consistent position of the federal legislator on volume and principles of regulation of institutes of representative and direct democracy. The federal legislation in this area should not limit the possibility of the constituents to create additional legal procedures, giving them a chance to account for the soecific conditions of a particular region.
