The Development of Accessible Housing via Mortgage System in the Tyumen Oblast: Problems and Perspectives

The article is devoted to the problems of improvement of living conditions in the Tyumen area on the basis of mortgage (hypothecary) credit system. The analysis of modern living conditions in the Tyumen area shows the deterioration of technical condition of available housing, the lowest volumes of entered habitation and as consequence one more negative phenomenon - a steady rise in prices in the primary and secondary markets of habitation. Results of sociological research carried out by the author allow to draw a conclusion on the problems of implementation of mortgage credit system – as a result, only a small part of the population of the region can take advantage of mortgage credits.
