In the article the author examines the development of democratic institutions at regional and  local levels. As stated by the author, the direct democracy is a form of local government. In contrast to representative democracy, where the influence of people on the issues of local importance is mediated by the activities of elected officials, direct democracy allows citizens to act as a collective entity of local government, on which depends the exercise of public authority at local level. The institutions of direct democracy can overcome the alienation of citizens from the government.

Keywords

Constitution of the Russian Federation, democracy, separation of powers, local self-government, regions of the Russian Federation, legislation, direct and representative democracy.
