PARTNERSHIP AGREEMENT

between the Russian Rectors' Union

and the Russia Machine Builders' Union



The Russian Rectors' Union (RRU) and the Russian Machine Builders'
Union (RMBU), hereinafter referred to as "The Parties"

Confirming the importance of the further development and strengthening
of partnership relations between the scientific-educational and business
societies,



Acknowledging the necessity of consolidation of civil society efforts
as the backbone elements of a State,

Based on understanding of the priority of the fundamental education
and science in the forming of the knowledge-based innovative economy of the
State,

Agree on the follows

Chapter 1 The Parties develop the partner relationships in the area of
training of the high-qualified cadres for machine-building and related
branches of industry.

Chapter 2 The Parties will create conditions to integrate the higher
education institutions and machine-building enterprises to realize mutual
educational and technological projects, to stimulate fundamental R&D, hi-
tech and innovative activity and other mutually beneficial areas.

Chapter 3 The Parties will cooperate in

mutual researches and monitoring of labor market to determine the
qualified labor demand for machine-building and related areas;

forming the purpose-oriented orders by the machine-building community
for graduates from the higher education institutions;

developing a system of professional and educational standards of
qualification and competence, adequate to modern machine-building complex
and labor market demands;

professional guidance of students by developing of a system of
different kinds of practice, by creating of career mail stones and job
placement for young specialists;

developing of corporative universities, their departments, in-company
training, and different kinds of post-graduate professional training;

extending the practice of personal grants to support the gifted
students and professors;

developing the system of selection and training of the gifted youth,
their involvement in scientific activity, support of creative work of
schoolchildren, students and young specialists - in particular, by
participating in Russia Council for School Olympiads and All-Russia
Contests for the best specialist;

formation a system of education credits for students and other forms of
multi-channel financing of higher education establishments;

realization of complex development projects within the town-forming
enterprises for creating scientific-educational infrastructure.

Chapter 4 To implement the Agreement The Parties:

form the standing Coordinative Council

competent to form others institutional structures, based on RRU and
RMBU and their regional branches;

competent to sign agreements, contracts and make decisions on
particular areas of the common activity;

carry out the information exchange on mutual activity within the
framework of the present Agreement, forming the data bank on the realized
and planned projects and programs;

Chapter 5 The Agreement is executed in two copies, having equal legal
effect, one for each Party, and is effective upon signing.

Chapter 6 The Parties consider as their noble mission preservation and
development of science and education as the traditional higher values of
Society and Individual and are ready to promote in every way the goals
declared in the Agreement.
