through tough times. For some time already, the NATO member-states are
lowering their military budget, which means that the USA are playing an
increasingly important role. Encountering new problems, old enemies: while
the USSR does not exist anymore, Russia has taken its place with one
reservation - some ex-soviet countries are turning to the NATO. What is the
strategic concept of the NATO and how it may evolve in the future are the
issues under consideration in this work.

THE CONFLICT BETWEEN GEORGIA AND ABKHAZIA - THE PRESENT DAY SITUATION

There are lots of countries all over the world with two, three or even
more official languages. The examples are Belgium, Canada, Switzerland,
which officially support different languages on their territory. As a rule,
experts claim that citizens of such countries are lucky, because they've
got an opportunity to learn different languages from their birth.


However, is it so easy as it sounds? Doesn't such a phenomenon create
difficulties in these countries? In this work the author made an attempt to
study this issue and make a conclusion, if monolingual country is better
than multilingual one.


THE ROLE OF POLITICAL LEADERSHIP IN THE MODERN WORLD

Political science deals with different studies, most of them being
problem-driven. Among the urgent issues that political science faces today,
the problem of leadership clearly stands out. Leadership is an essential
feature of government as a whole: weak leadership may lead to government
failure, while strong leadership can guarantee success, well-being and
stability in society. Leadership is a historical phenomenon; its structures
and methods do change in the course of time. Leadership is a part of
complicated social processes that bring about concrete political outcomes.
There are some types of political leadership that can be distinguished and
characterized. According to M. Hermann the main tasks of each political
leader are to:
. interpret the existing problems,
. offer the ways and means for their solution,
. propagate personal visions as solutions or, at least, responses to
problems
. mobilize followers and supporters to implement those solutions into
life (Heifetz 1994)
Some political changes can really pose direct risks to society, and some
politics can cause real troubles. Unreasonable political management can
turn natural or human-made events into catastrophe. Moreover, political
risk is often perceived to be outside of management's control, making it
difficult to define, predict, and align with other objectives.

The work is devoted to comparison of the two strategies that can be used
by political parties in their work on the websites. The main aim is to
trace how political ideology influences the strategies of Democratic Party
and Republican Party in the USA.
THE PHENOMENON OF RACISM IN THE MODERN WORLD

The problem of relations between different ethnic groups has always been
important in our history. It can influence us in different ways, causing
various problems, from a slight tension in the society to serious
conflicts, which sometimes can even lead to a war. There used to exist
different views on this problem, including liberal ideas of equality and
peaceful coexistence or radical nationalist and racist theories. The latter
can strengthen conflicts, no matter if it is common people's xenophobia or
a state ideology.
Of course nowadays democratic values, which are widely spread and
supported by most of the countries, do not allow any forms of
discrimination to be established officially by the state. But does it mean
that in fact people of different races and other ethnic groups live
together peacefully? Although there may be less real conflicts, xenophobia
and elements of racism in different forms still exist even in the most
democratic countries.
The aim of this work is to analyze the phenomenon of racism, how it
developed through years, to look into the roots of it, examining several
theories on that subject. I would also like to draw attention to the
current situation and the ways racism influences life of modern people. As
globalization takes place and different ethnic groups mix together, it's
important to understand this process.

the Democratic Party the main question is "who is it going to be, if not
Hillary?"

progress - the more dangerous life on our planet is. Scientific progress
and human development cannot go without serious side effects. We will
always be paying a very high price for progress.
THE INFLUENCE OF WORLD POLITICAL SITUATION ON EXCHANGE RATE STABILITY

According to the latest events, the exchange rate of rouble is not
stable. Consequently, plans of our government for the currency market
demand examination. There may be two solutions to a current situation: 1.
Russian government tries to freeze a decline of the rouble, buying

making no obstacles on its way down. The aim of the work is to give all
pros and cons of the above mentioned.

ethnical culture. Nowadays we can see it in Russian - Ukrainian relations.

Human Unity" Aurobindo Ghose speaks about the social or 'collective' life.
He believes that integration of mankind will definitely take place because
it is rooted in the Nature itself.

I bet that almost every person faces a simple problem of choice in
everyday life. But is it so easy to make the choice? How does a person act
when making the choice? And how to make a right one? It is worth mentioning
that we all live in a society, so people, speaking in terms of science, are
main subjects of activity and decision-making is an important part of their
social life. People work in different spheres, including politics. How
should a person act if he works in a political structure responsible for
life of entire nation? How should a politician act to make a rational
choice with less unwanted consequences? And is it really possible to count
all "pros" and "contras"? Can the choice and the situation of choice be
predictable? In my report I will try to answer these questions using the
theory of rational choice that was and is very important and popular in
political science. I will also try to figure out how society makes its
collective choice during elections, and whether it is really possible to
come to an honest agreement or there will always exist the need in some
manipulation techniques because of a very complicated structure of people's
mind.

events in many countries worldwide. It is a unique phenomenon, but today we
do not pay enough attention to it, though its impact on the political

the unique position in our society: they are at the vanguard of a
generation that often differs markedly from that of their forebears. There
was a great amount of precedents of student activism through history. The
most prominent were student demonstrations in France, the USA, Great
Britain and Islamic countries as well.





OBJECTIVIST PHILOSOPHY: RUSSIAN PERSPECTIVE

Objectivism is a philosophical system created by an American writer Ayn
Rand in the middle of the XX century. Best described as the philosophy of
rational individualism. Its central tenets are that existence exist,
consciousness is conscious, A is A. It is all about our reality and that it
exists independently and objectively, no matter whether we believe and
accept it or not. What is derived from it is that the only thing we can
rely on is the human mind, powered by logic and the only way to live in
this objective world is through rational thinking and freedom. And freedom
assumes complete and well protected individual rights and, of course,
capitalism. And here comes our problem. Should we accept this system, may
we call it universal and besides, what we, Russians may do with it? This is
a philosophy of thought and action and deciding on accepting it or
declining may change life not only of some individuals, but as a
consequence - of a whole nation.

WHO STIGMATIZES VOTE BUYING

The work deals with the vote-buying practice and public opinion's view
on it. Vote buying process has two kinds of consequences: negative effects
at the systematic level (quality of democracy, competitiveness of electoral
process) and positive aspects at the individual level (benefits for
citizens). There are several surveys on public attitude to vote-buying
phenomenon, which are conducted in five Latin American countries. These
surveys reveal a level of stigmatization of vote-buying, as well as the
reasons and criteria of stigmatization which depend on different social
groups. It is very important for us to identify the factors that determine
the levels of stigmatization of vote buying in order to understand the
conditions under which, for example, anti-vote buying campaigns organized
by civil society or the state are more likely to be effective.

The end of the "cold war" gave the international community an
opportunity to create a new system of international relations. But still
there is a chance of destabilization of international climate on the
regional level even after diversion from the bipolar world. In this
connection, proliferation of nuclear weapon (or weapon of mass destruction)
is a special hazard.
There is a long-lasting conflict between the two nuclear powers - India
and Pakistan. India is trying to become a regional leader while Pakistan
is trying to strengthen its hand in Muslim world. Militarization of the
region and destabilization of their relations may as well result in serious
conflicts in all South Asia..

Politics and Art: do they have something in common or are they
completely different spheres? Can art have an impact on socio-political
reality? What matters most: political content or aesthetic qualities? These
questions have haunted people's minds since the late sixties.
A strong relationship between arts and politics, particularly between
various kinds of art and power, occurs across historical epochs and
cultures. As they respond to contemporaneous events and politics, the arts
take on political as well as social dimensions, becoming a focus of
controversy and even a force of political as well as social change.
Art appeals to our aesthetic senses. Art contributes to our culture. It
helps establish pride in our community and give inspiration. It helps to
transform an otherwise dull existence. It helps us to get in touch with our
inner beauty and the finer things in life. Getting involved in art improves
confidence, self-empowerment, and helps us to release our inner potential.
Evoking political art's frequent pitfalls allows us to see that
aesthetic pleasure and politics are not mutually exclusive. To the
contrary, the seduction of formal beauty can be one of political art's most
effective strategies and greatest weapons.

factor of this failure is, admittedly, an immigration policy.

Today's Russian economic system is based on taking a large percentage of
resources and money from the regions. This system, that can be called
overcentralized', inhibits the economic development of Russia. The regions
have fewer opportunities to invest their own money in social programs,

before they receive necessary funds from the center. Certain alternatives
that might solve the problems of inefficient distribution of money can be
suggested. They can be found in the experience of other countries and in
Russian history.

In a contemporary world being completely honest is unprofitable,
especially if you are a journalist. It's absolutely normal to write
articles that exaggerate reality or, on the contrary, underestimate it. It
particularly concerns German media, often accused of being unfair to Russia
and concealing the situation in Ukraine. However, there is a German TV-show
"Asylum" (Дурдом - прим.), that criticizes famous German newspapers,
politicians and their actions, revealing the true situation in the world
politics. So, is satirical TV-show more reliable than official
governmental media?

Nowadays a military confrontation stops being the main means of
achieving foreign policy goals. States are seeking new ways and methods of
influencing global politics. One of the alternative ways of attacking
political rivals with minimal risk of retaliation is information and
psychological impact on the citizens of the enemy-state, or the information
war. The work concerns the info war stages and means of counteracting the
information war remaining anonymous, and the US systems monitoring all
political discussions in the Internet. In conclusion the author emphasizes
that information war, as any other war, is dangerous, but the use of the
Internet makes it even more destructive.

GLOBALIZATION 3.0. WHY HAS THE WORLD BECOME FLAT?

A famous American journalist Thomas Friedman stated that the world has
become flat. This is a metaphor for viewing the world as a level playing
field in terms of commerce, where all competitors have equal opportunities.
Countries, companies, and individuals have to remain competitive in a
global market where historical and geographical divisions are becoming
increasingly irrelevant.
According to T. Friedman, the first major "flattener" is the collapse of
the Berlin Wall (9/11/89). It didn't merely symbolize the end of the Cold
War, but allowed people from the other side of the wall to join the
economic mainstream. It was a symbol of release: the door opened to a
freer, flatter, and more democratic world.
But the forces that flatten the world can be used either to bring
everyone up to the same level, or to bring them all down to the same level,
and the aim of humanity is to use these forces creatively avoiding
destruction.
TECHNOLOGIES OF 'COLOUR REVOLUTIONS' AND CONTROLLED CHAOS.

The work is devoted to the problems of rapidly changing world where,
the technologies of armed revolutions are being replaced b the technologies
of colour revolutions, which disguised the true revolutionary movements,
and thus remained almost unopposed. Their aim is to destabilize the
situation in the country using among other technologies blackmail and youth
protest movements. There is a striking similarity in the scenarios of
changing political regimes in different countries, which can be seen as the
repetition of the same pattern of organizational chart. The mechanism of
"control chaos" is another evolutionary breakthrough in colour revolutions.
The system of measures that help to reduce the risk of color revolutions is

terrorist organization and was named 'Islamic state of Iraq'. In 2013, when
it started fighting against Bashar al Assad, the name of the organization
was changed into "Islamic State of Iraq and Syria"
It is important to stress that the ISIS was founded not only with the
help of Al-Qaeda, but also with the assistance of some other countries such
as the UK, the USA, Saudi Arabia and the UAE, that were planning to use it
in their own political interests.

shelter, and other humanitarian services to people displaced by famine,
war, and natural disaster.
. The UN can also give technical assistance in elections, in improving
judicial structures and drafting constitutions, in training human rights

The UN plays an integral part in social and economic development. In

despite a ceasefire in eastern Ukraine, the accord also eases concerns that
a new "gas war" could disrupt winter supplies of energy to EU states,
notably through pipelines shut down across Ukraine since June.

The aim of the Bretton Woods meeting was to set up a new system of
rules, regulations, and procedures for the major economies of the world. It
was designed to give economic stability together with the monetary order to
the major independent countries. Setting up a system of rules,
institutions, and procedures to regulate the international monetary system,
the planners at Bretton Woods established the International Monetary Fund
(IMF) and the International Bank for Reconstruction and Development (IBRD),
which today is part of the World Bank Group. These organizations became
operational in 1945 after a sufficient number of countries had ratified the

The concept of beauty has been at the centre of philosophical thinking
since the time of Plato. It is interesting to point out that this concept
has manifested itself in various forms in different countries. In Great
Britain it gave rise to the philosophy of aesthetism and William Hogarth is
considered to be one of its founders. I have tried to lay the focus of my
research on William Hogarth's work "Analysis of Beauty'', where he is
investigating the transformation of beauty concept from the time of Plato
to the 19-th century. To my mind, this work can be taken to be a turning
point in the perception of beauty. W. Hogarth exercised a great influence
on Oscar Wilde's creative activities.

The report covers the notion of metaphor as a linguistic phenomenon that
has intrigued philosophers since ancient times. Over the centuries thinkers
have worked out different concepts of linguistic metaphor and defined its
essential characteristics in many ways.
In the middle of the 20th century a cognitive approach became the main
method of interpreting the metaphor. In its terms the metaphor is seen as a
complex phenomenon including cognitive, psychological and communicative
aspects. This approach is still widespread and actively developing
nowadays, which proves the importance of the issue for both contemporary

operation at the lowest cost.
When you are working with or within a large organization, it's
important to keep it simple and stay focused on the goal so you don't get
consumed by bureaucracy.
Even though many of us work in small teams or small companies, we also
work with large organizations all the time. They are our customers, our
suppliers, and our partners. Some of you may even have been successful
enough to build your start-up into a 100+ employee company that exhibits
the organizational dynamics of a large corporation.
We all understand the challenges of getting things done within a larger
organization. First, it's easier for a large organization to say "no" than
"yes." Second, decisions often require multiple people, who all have
busy schedules, and in some cases only a few people in a large organization
