Effective Communication System as an Essential Factor for Assessing the Region's Investment Attractiveness

One of the main trends in the Russian political and economic development in recent years is the active redistribution of competencies and transfer of functions from the national to the regional level. However, such a transformation of relationships is a complex process and it raises many difficult issues. In particular, which sources of funding can ensure effective enforcement of the new functions at the regional level. Attraction of foreign direct investment is one of the most important and promising sources of region’s income. The article investigates the factors and methods of evaluation of region’s investment attractiveness. The author examines the most comprehensive classifications and methods of assessment of regional investment attractiveness in detail, points out their shortcomings and proposes possible improvements. The analysis has identified the investment factor, which is not regarded by most experts as important, as one of the key factors in investment decision-making. The author concludes that in order to increase the investment attractiveness of the region, the regional authorities should pay special attention to creating communication system which plays a leading role at all stages of the investment process.
