Privatization of State Property in the Context of Strategic Planning of Russian Economy

The new privatization plan implies total sale of state property. This approach may lead to ineffective management of state property and undermine the principles of strategic planning of Russian economy. State property is a powerful tool of economic development, and its total privatization seems to be unreasonable. To prevent the negative consequences of the new privatization program one should differentiate the approaches to various types of property. Privatization can be successfully implemented in the context of strategic planning only when strategically important objects remain under the state control. The ultimate goal of the measures undertaken by the Government to transform the state property should not be only the replenishment of budget revenues, but also improvement of the institutional environment of Russian economy and an increase in citizens’ welfare.
