Determining Standards of Staffing Levels of the Executive Bodies in Innovation Development of Economic Systems

Modern methods of defining the staffing of structural subdivisions of executive bodies in innovative development of economic systems are inevitably based on a comparison of costs for the administrative staff, on the one hand and the degree of achievement of the targets of innovation development – on the other. The effective system of management provides: achievement of planned socially significant results; increase in the efficiency of utilization of available resources, primarily through the widespread introduction of new equipment and technology; more efficient monitoring of the implementation of decisions and policies. The proposed technique is based on rational principles that take into account: time fund, normative losses, equality of labor tasks complexity of functions performed, the degree of influence of consideration of the economic system on the dynamics of the higher level economic system, the maximum amount of costs that can be approximated by second degree polynomial at the point of achieving the targets of innovative development of the economic system.
