The ECFS Mission should be creating conditions for the development and implementation of a coherent agricultural policy that ensures soil fertility, conservation of natural resources and ensuring food security of the Eurasian region. The ECFS should help enhance agricultural performance in the Eurasia Region and to ensure the sustainability of rural development and natural resource management through the provision of analytically based (policy and technical) recommendations and associated technical assistance, with the overarching goal of increasing RussiaòÀÙs contribution to global food security.ˆà

The ECFS Vision is aimed at prosperity of the Eurasian region with sustainable agriculture and efficient using of land, water and other natural resources, with a population that has guaranteed access to healthy and nutritious food.ˆà

Strategically important ECFS activity is the creation of a network with the Russian, Eurasian and international research and educational institutions to address the issues of food security.ˆà

Eurasian Center for Food Security has certain comparative advantages in implementation of these directions. Among them are the following factors.ˆà

First, the Center was established on the basis of the Lomonosov Moscow State University. The University has branches in the Central Asia and Caucasus countries, including Astana (Kazakhstan), Tashkent (Uzbekistan), Dushanbe (Tajikistan), Baku (Azerbaijan). They can be the basis for the development of the ECFS. Therefore, existing partnership with Central Asia and Caucasus republics will facilitate the ECFS activities in the focal region.ˆà

Second, the Lomonosov Moscow State University is the institution with an effective combination of scientific research and educational activities. So, it established favorable background for the development of the Centre.ˆà

Third, the MSU is a unique organization in terms of interdisciplinary studies (economics, soil science, law, ecology, etc.). These studies are conducted at the high level, and with a good material base. The creation of ECFS at the MSU will make it possible to use the potential not only of economic department, but also of the other departments: soil management, law, geographic, etc. Department of Economics, in particular, Chairs of Agricultural Economy, Environmental Economy, Statistics, Management are actively working in various areas of agricultural and food policy. In recent years, conducted and going on research in the field of state regulation of agriculture and rural economy, foreign trade regulation of the agricultural sector, including issues of RussiaòÀÙs accession to the World Trade Organization, the development of cooperative farming, small and medium-sized businesses, land relations, improvement of agricultural statistics with the experience of the European Union, development of ecological agriculture, ecological-economic efficiency of the various sectors of national economy, etc.ˆà

Department of Law, principally Chair of Environment and Land Law, explores a variety of regulatory issues, including the economic mechanism of environmental protection, legal aspects of real estate markets, land-use planning in urban and rural settlements, land reform, etc.ˆà

At the Department of Soil Sciences the perspective for ECFS may be the joint research in the field of land degradation, management of land resources, including modern approaches to land evaluation, taking into account soil quality, and assess the impact of global climate change on the sustainability of agricultural production.ˆà

The first results of the ECFSòÀÙs work should be: databases on the foreign trade in agricultural commodities of the Russian Federation, on land resources and land degradation in Uzbekistan, desertification and salinification cartograms, the assessment of agricultural support and guidelines on agricultural and food policies, teaching programs. These results will be available to decision makers in the focal regions. This will help to improve the agri-food policy, promote investments, and mitigate risks associated with climate change and land degradation.ˆà

The major impact of ECFS activities at the initial stage should be using modern methodology for analysis, influence on decision-makers, establishing some kind of community on issues of food security in Eurasian region. In some way it should be restoration of traditional links and ties of research and educational organizations in the region to achieve a synergy effect.ˆà

In the framework of cooperation with the Russian economic research institutes the important topics should be: the adaptation of the food security assessment methodology and using it in Russia and one of the countries of Central Asia; the analysis of world food situation and its impact on Russia and the CIS countries; the strategy for development of school nutrition in developing countries; the research of challenges and prospects of the main agro-food markets; the use of econometric models to assess the impact of various agricultural policy scenarios and other issues.ˆà

In the field of land resources the primary objectives will be: to create a database of land resources and land degradation in Uzbekistan, desertification and salinification cartograms, forecast maps for different scenarios of climate change and land use; development and filling of the database of the water quality and access in Uzbekistan, including the categories (drinking water, water for irrigation, water for other technical uses). This work will be in close collaboration with the Dokuchaev Soil Science Institute of the Russian Academy of Agriculture Sciences.ˆà

The research results, exchange of information will be accumulated in the electronic Knowledge center. It will include a web-based portal on the base of corporate governance technology, software for web applications (interactive user services, system of content management, and video communications service for the distance learning.ˆà
