   DOWNSTREAM...
 
PEOPLE AND EMERGENCY MANAGERS SHOULD CONTINUE TO TAKE ACTION TO
PREPARE FOR SERIOUS FLOODING OF THE LOWER COLUMBIA RIVER AND THE
LOWER WILLAMETTE RIVER AFFECTING PORTLAND AND VANCOUVER.

CONCERN FOR POTENTIAL FILLING OF RESERVOIRS...AND RELEASES IS NOT
NECESSARY AS THEY ARE ACCOUNTED FOR IN THIS FORECAST.
 
FOLLOWING IS A LIST OF WARNINGS AND FORECASTS FOR THE LOWER COLUMBIA
RIVER THE LOWER WILLAMETTE RIVER...STAGE VALUES ARE AS OF 10 AM

                                        NEW FORECASTS INDICATE A
   CREST AROUND 30.0 FEET AT THE MORRISON STREET BRIDGE FRIDAY
   MORNING AT 6 AM. THE LOWEST POINT OF THE SEAWALL THAT PROTECTS THE

CITY IS AT 28.8 FEET...THE RIVER IS EXPECTED TO REACH THIS LEVEL
   AT 10 PM THURSDAY.  HIGHER PORTIONS OF THE SEAWALL ARE AROUND 33
   FEET. THE 1964 FLOOD LEVEL WAS 29.8 FEET. THE FLOOD OF RECORD IS
   33.0 FEET IN 1894.  IF THE RIVER REACHES 30 FEET EXTENSIVE
   FLOODING IS LIKELY IN DOWNTOWN PORTLAND AS WELL AS MANY AREAS
   ALONG THE RIVER UPSTREAM TO SALEM AND DOWNSTREAM TO THE COLUMBIA.

COLUMBIA RIVER      23.3 FT   16.0 FT   THE COLUMBIA WILL CONTINUE TO
 AT VANCOUVER                           RISE ALONG A STEADY CURVE. 
                                        CURRENT FORECASTS INDICATE A
   CREST AROUND 28.5 FEET AROUND 10 AM FRIDAY. AT THIS LEVEL SOME OF
   THE LEVEES THAT PROTECT PORTLAND AND VANCOUVER COULD BE THREATENED
   WITH FAILURE. THIS WOULD POSE A SERIOUS THREAT TO ALL ISLAND
   AREAS...NORTHWEST PORTLAND AND OTHER AREAS. EXTENSIVE
   FLOODING WILL OCCUR BEFORE THE CREST.

 
 
 AT LONGVIEW        16.0 FT   12.0 FT   THE COLUMBIA AT LONGVIEW IS
                                        FORECAST TO RISE TO
                                        19 FEET. AT THIS LEVEL
  EXTENSIVE LOWLAND FLOODING WILL OCCUR ALONG THE RIVER. MOST ISLANDS
  NEAR LONGVIEW AND RAINIER WILL LIKELY BE FLOODED.
 
 
AT ST. HELENS       NOT AVBL  12.0 FT   THE COLUMBIA AT ST. HELENS IS
                                        FORECAST TO RISE TO AROUND 24
                                        FT...NEAR OR ABOVE THE 1964
  FLOOD LEVELS. THE TOP OF THE LEWIS RIVER DIKE IS AT 22.0 FEET.

THE RIVER GAUGE ON THE SKYKOMISH RIVER AT GOLD BAR IS NOT WORKING BUT
RIVER LEVELS UPSTREAM INDICATE THAT THE SKYKOMISH AT GOLD BAR WILL BE
GOING OVER FLOOD STAGE LATE THIS MORNING AND REMAIN OVER FLOOD STAGE
FOR THE REMAINDER OF THE DAY.
 
THE STILLAGUAMISH RIVER WILL REACH FLOOD STAGE THIS EARLY AFTERNOON.
 
THE SATSOP RIVER WILL REACH FLOOD STAGE THIS AFTERNOON.

HEAVY RAINS IN THE SOUTH CASCADES WILL ALSO CAUSE MAJOR FLOODING ON
THE LEWIS RIVER THIS AFTERNOON AND TONIGHT.
