Closes SPR 2179. It sometimes occurs that the HK screening in the pipeline rejects valid time
intervals. The counting mode values in the HK sometimes remain stuck at large values even after
the counting mode is over.Such counting mode intervals do not result in scientific data anyway, and
appear as missing frames, the CCD­specific Good Time Intervals generated by emframes do not
include the counting mode spells. The HK GTIs are redundant in that respect.
The associated HK checks have been removed altogether.
