Paul (Intelink) SUBJECT: Update on OSI S Commercial Services Accesses f rom the Depart ment of State Open Net Summary: Ov er the last year, Depart ment of Stat e OpenNet+ users acc essed OSI S commercial s ervices at a rate of 15-30 us ers per day. EBSCO is acc essed at a rate of about 12-15 users per day. This rate is very similar to the rate reported one year ago, for two short periods in September 2003. Details: Statistics were obt ained for a period covering nearly a year1 from September 2003 to August 2004. Thes e statistics were used t o examine accesses from t he Depart ment of State (DOS) to commercial information servic es on the Open Sourc e Information System (OSIS) through OpenNet +. The dominant servic es accessed are Economist Intelligenc e Unit (EI U), EBSCO Host and Janes. The DOS statistics are from the DOS firewall webster.state. osis.gov, and were provided by D. Mc Fadden (IRM/ OPS/ MSO/EML/ NCC). The statistics provided were: 1. The top 100 IP addresses with number of acc esses (mouse click or mouse click plus data entry), Kbyt es transferred to the server and Kb or Mb rec eived. 2. The top 100 sites accessed (for example web4.epnet.com is distinguished from web15.epnet.com although both are EBSCO s erv ers providing access to information). 3. The number of Kb transferred and Mb rec eived for all IP addresses over the year. 4. A subs et of the dat a covering July and August 2004 wit h all details of the accesses performed. Findings: · Most accesses take plac e during the normal work week. A few acc esses are completed over week ends.

-2· The total number of indiv idual IP address es (computers) acc essing commercial services ov er the last year was 4191. Conserv ativ ely assuming approx imately 260 workdays in that period, this is an average daily rate of 16 IP addresses (roughly the number of individual us ers) acc essing the OSI S commercial servic es from OpenNet +. In the two-month period c overing J uly and August 2004, 1262 IP address es accessed commercial servic es, or about 32 users per day, cons ervativ ely assuming acc ess occur only workdays (no week ends). 541 IP's accessed EPSCO alone between 1 July and 1 September 2004 corres ponding to approximately 12 acc esses per day (45 work days). IP address es corresponded to a mixture of post users and domestic us ers. One IP address corres ponded to a domestic OpenNet INR machine. 488 IP's accessed Janes during the s ame period, theref ore EPSCO and Janes usage appears similar. Two IP address es corresponded to I NR mac hines.

Roughly 28 MB of data is receiv ed per workday (~260 days). This includes text, graphic al elements, and imagery on pages as well as retriev ed documents. Accesses generally are of two kinds: · Quick short looks at indiv idual pages ­ Usually EI U, Janes and other sources. · A threaded search, query, and retrieval spanning several minutes from 5 minutes to an hour. Many search and retrieval threads correspond to accesses to EBSCO due to the nature of the database service offered. The one top URL acc essed is the searc h page on EIU (db. eiu.com). EBSCO sites collectively dominate ov erall usage, with EI U and Janes following. Ot her s ervices are occasionally accessed suc h as Oxford Analytic a. A table of the top 20 IP addresses is attac hed.
