* NICMOS PAM limit checking was inaadvertantly disabled from 080:03:18
- 080:07:23 due to a reinitialization during the installation of FSW
4.0Ce. Since a 10.4 transition that sets the limit checking was not
scheduled in the SMS following the reinitialization, the PAM was not
able to be commanded during this time. Realtime commanding was
executed at 080:07:23 to turnon the PAM limit checking and allowing
subsequent positioning of the PAM. Because it could not be moved, the
PAM was not in the proper position for observing during this period.
Some NICMOS observations were affected. SRT checking has now been
implemented to catch this state in the SMS in the future.

Proposal implementation:
* HST involvement in the DEEP IMPACT mission planning is increasing as
Commanding (Welty) and IS (Gilliland) staff begin to work with the
HST PC (Jordan) on understanding the special observing conditions
which may be required to support this unique program. Special items
with must be addressed include using ACS/SBC during SAA impacted
orbits (ACS HV management), single star guiding and drop to gyro
pointing control. The latter two items involve BOP concerns.
Exact requirements are still being worked by the Deep Impact team.

Scheduling/LRP:
* No large scale resource problems were identified in the analysis of the Cycle
14 Large and Treasury Phase I proposals. A similiar evaluation is being
conducted on the TAC panel ranked list of proposals. The analysis will attempt
to identify obvious resource subscription problems in the probable Cycle 14
science program. A description of the problems and guidelines for potential
solutions will be provided to the Director for his post TAC review. The
analysis is being done using 2-gyro constraints since those will be the most
restrictive and therefore more likely to have inherent resource problems.
