This tool will compute all the legal OPUS replan time windows for the
input calendar.
TITLE: find_opus_replan_time.py

PURPOSE: Compute all the legal OPUS replan time windows for the provided
calendar between the current time and the optional input time
of first command difference (or end of the calendar is the
optional time is not provided).
USAGE: do find_opus_replan_time <calendar> [<first_cmdchange_time>]
where: <calendar> = the calendar id (eg. 102987C1)
<first_cmdchange_time> = Time of 1st commanding change
YYYY.DDD:HH:MM:SS format
If not provided, the default
used will be the end time of
the calendar.
RETURNS: Nothing
