1. SI/Title: Multidrizzle/Moving Target Capability

3. Description of Work:
Update the current version of Multidrizzle to add moving target
capabilities. The current version does not work correctly, forming
badly-combined images and occasionally crashing the pipeline (recent
lunar observations). The software updates will require moving target
keywords in science headers. The updates will be documented in the
instruments' Data Handbooks.

Risk - Moving targets are not correctly combined (and very occasionally
can crash the pipeline - e.g., the recent lunar observations) if the
code is not fixed.
