POSITION DESCRIPTION



Position Title: Manager, Imaging Branch
Division: Instruments Division
Location: Imaging Branch
FLSA Status: Exempt EEO-1 Class: Officers &
Managers

The Manager of the Imaging Branch works with the Division Head and Deputy
to develop and employ the capabilities of the Branch to satisfy the
requirements of the missions operated by the Institute. The Instruments
Division Head, Deputy and Branch Managers form the core management team of
the Division. This team, working in conjunction with the Mission Heads and
other functional Division Heads, is responsible for achieving the strategic
goals of the Institute.

Position Function

The Branch Manager is the head of the scientific and technical domain of
the branch and of the staff located in the branch. The Manager will foster
the domain expertise of the branch and is responsible for maintaining a
high level of skill and current expertise within the branch.

The Branch Manager will be expected to understand the work requirements of
the three Mission Offices and work with Division Office management in
establishing the Division's annual staffing plan, according to the
anticipated budget levels for the forthcoming year. The Manager is
responsible for assigning branch staff to instrument teams and working
groups as required by the work.

Duties and Responsibilities

Regular:

1. Coordinates the work of the domain within the Division and throughout
the Institute
2. Develops and maintains a branch staffing plan and monitors adherence
to the staffing plan on a monthly basis
3. Develops annual plans for non-labor budgets required for Branch staff,
including travel, M&E, and ODC, and for managing these budgets
throughout the year
4. Evaluates performance of all of the staff within the Branch and is
responsible for staff training, career advancement and general
mentoring work
5. Handles personnel issues within the Branch
6. Establishes good work processes that are consistent from one
instrument to another within the domain area of responsibility
7. Ensures that high-quality written and oral presentations, which
describe the work carried out by members of the domain, are accurate,
sharply focused and conform to established standards
8. Coordinates the calibration plan for similar instruments
9. Identifies and nurtures the development of new ideas, projects and new
mission opportunities, and for bringing these forward to the
appropriate Mission Offices
10. Encourages staff to be innovative and to bring new opportunities for
consideration
11. Serves as scientific and technical expert in their domain, and
therefore will be expected to conduct and to be included in peer
reviews and mission reviews of the work of the teams involving the
domain
12. Attends all necessary INS meetings as well as DMM, HST MSR, JWST MSR
and CMO coordination meetings

Occasional:

1. May lead technical/scientific team, or perform work within such a
team, depending upon mission need and time available
2. Establishes Goals and Objectives for Branch staff and makes
recommendations on promotions, annual merit and bonus awards, and
service awards



Qualifications:

Education/Experience: An advanced degree in astronomy, physics, or related
field, is required along with an established record in a technical or
scientific position as normally acquired through at least 5 years of
progressive experience. Technical and managerial leadership of at least one
major project must have been demonstrated. Prior background in space-based
scientific operations desired. Successful experience managing at the
Branch or Team level desired.

Leadership Skills: Recognized as a leader through current or past
experience in senior level positions requiring initiative, independent
judgment and sound decision-making. Willing and able to train and motivate
staff.

Communication & Interpersonal Skills: Excellent verbal, presentation and
written skills are required. Ability to make effective and persuasive
presentations to a variety of audiences is required. Ability to establish
and maintain effective and harmonious working relationships within the
Institute and with outside vendors and customers is required.

Administration and Management: Working knowledge of principles and
processes involved in business and organizational planning, coordination,
and execution, including strategic planning, resource allocation,
leadership techniques, staff evaluation and training, and
scientific/technical methods.

Human Resources: Experience with aspects of personnel management,
including coaching and counseling, workload management, goal setting,
employee development within Division, and performance problem resolution.
