11.4	Eligibility for STScI Grant Funds

Revised STScI General Grant Provisions (GGP) are in the approval process. Detailed information regarding funding eligibility will be included in the 2016 GGP. Please review the STScI Grants Administration website before submitting your Cycle 24 proposal.

Only eligible U.S. investigators may request funding for their successful Cycle 24 programs. Non-U.S. scientists are eligible to apply for HST time but will not apply for or receive STScI grant funding. Although PIs, Co-Is, and Collaborators employed by non-U.S. organizations may be identified as part of a proposal submitted by a U.S. organization, STScI funding may not be used in any way to support research efforts by non-U.S. organizations.

Budget proposals from eligible U.S. PIs and Co-Is will be accepted from the following types of institutions only: universities, nonprofit research institutions, private for-profit organizations, and Federal institutions. Instructions for budget preparation and submission will be sent to the successful proposers after the Phase I reviews have been completed.

If a program has a non-U.S. Science PI and one or more U.S. Co-Is, the Science PI must select a U.S. Co-I to be the Administrative PI of the program. The Admin PI will have oversight and responsibility for budget submissions of the U.S. investigators (see Section 8.13).
