1 Top-Level Breakdown into Subconsortia
 GALFA-HI (HI spectral line observations)
 GALFA-CON (Radio Continuum Observations)
 GALFA-RRL (Radio Recombination Line Observations)
Each of these has quite distinct scienti c goals, and more clearly, di erent
observing techniques and spectrometer requirements.
Subconsortia 2 and 3 have not (until this point) been further subdivided,
while the HI subconsortia has quite a large number of component parts.
At this point we thus consider GALFA-RRL and GALFA-CON to be on
a par with the GALFA-HI subgroups, at least for GALFA organizational
purposes. This is also motivated by the fact that each subgroup as well as
GALFA-CON and GALFA-RRL will submit observing proposals, each
with a separate PI.

2 Breakdown of GALFA-HI
This breakdown de nes the \jigsaw puzzle" approach, which really means
that there are suфciently distinct scienti c goals within GALFA-HI, that
we saw the most e ective approach as being a multi-proposal one, as
distinct from e.g. the more uni ed approach of P-ALFA. So far, the
jigsaw puzzle approach continues to look attractive and well-suited for
achieving our aims.
The speci c surveys/subgroups are divided into high-latitude and low-
latitude projects.
1. Galactic High-Latitude HI Surveys, including the following
scienti c projects:
(a) Statistical studies of interstellar turbulence at low and high
Galactic latitudes
(b) Neutral Hydrogen as a Probe of the Origin, Life, and Evolution
of Molecular Clouds
(c) The Cold Neutral Medium in Emission and Self-Absorption
(d) The Disk-Halo Connection
(e) HI clouds in the Galactic Halo
(f) High-Latitude Line Wings: Previously Unrecognized Source of
Turbulence in the Atomic Gas
(g) High-Latitude Clouds
2. Galactic Low-Latitude HI Surveys, including the following
scienti c projects:
(a) Low-Latitude HI Study of the Galactic Plane
(b) 21-cm Emission Line Wings at Forbidden Velocities
