We propose to survey the Zone of Avoidance (ZOA), starting here with the inner Galaxy, at 21-cm using the ALFA system, mapping hidden galaxies and large-scale structures. Mapping the ZOA is one of four large surveys endorsed by the Extragalactic ALFA consortium, and is the only low-Galactic-latitude pro ject so endorsed. Here, we propose observing commensally with a Galactic ALFA (GALFA) low-latitude Galactic HI survey, in the inner Galaxy (l = 30 - 75 deg; b within +- 10 deg), and request 326.2 hours of observing time over 134 days, to cover the roughly 1000 square degree region. These extragalactic HI observations will be done with the WAPPS, simultaneously with the GALFA pro ject of Koo and Gibson et al., who will use the GALFA spectrometer to study Galactic HI. The GALFA proposal is submitted separately.
