I have written blurbs on the following practical issues for a gringo moving to Puerto Rico:
Your Name. I'll bet you didn't expect that to be a "practical issue", but it's relevant to all of the rest of them as well.
2004 March: I received a note from a company that provides "training" and advice on living in Puerto Rico. They particularly mention the problem of relocating family. I don't have any personal experience with them. There may be others as well. There are also relocation services that will do some of the legwork for you.
