Breakdown of Manual content and task allocation:
What is the Manual for? (i.e. mission statment, so that we have stated our mission).
   -To allow observers to collect and process AO data, with the minimum of
   intervention from AO staff - esp. for away-from-site observers.
   -To collate information/instructions in a sensible and logical way.
   -To standardise and re-distribute the available information.
   -Manual should be easy to  update.
