Third announcement.

The 1^st Asian-Pacific Astronomy Olympiad will held in Siberia (Asian part of Russian Federation) on December 4-11, 2005, a month later than the 10^th IAO in Beijing). Among three Siberian cities which were ready to organise the Olympiad city of Irkutsk (near Baikal lake) won this right.

Siberian Organizing Committee is kindly invite countries of the region to this Olympiad, which to be held as a regional programme in line with the International Astronomy Olympiad.

The main points for the teams formation:

Only students did not participated at the IAO-2005 may participate in the APAO-2005 (that is a student may participate in the 10^th IAO in Beijing or in the 1^st APAO in Siberia but not in both of these Olympiads).

For the 1^st APAO the (age) group of participants to be the same as proposed for IAO since 2006. i.e.:

4.5.2. The junior group:
- 4.5.2.1. Students, never participated in IAOs before.
- 4.5.2.2. Participants not older than 15.00 years on January 1, 2005 (i.e. born after January 01 1990).
- 4.5.2.3. The last Form educating student cannot participate in the junior group.
4.5.3. The senior group:
- 4.5.3.1. For the students never or one time participated in IAOs: Participants not older than 17.00 years on January 1, 2005 (i.e. born after January 01 1988).
- 4.5.3.2. For the students participated in IAOs more than one time: Participants not older than 16.00 years on January 1, 2005 (i.e. born after January 01 1989).
- 4.5.3.3. The last Form educating student may participate only in the senior group.
4.5.4. Participants of the both groups must be not younger than 14.00 years on December 31, 2005 (i.e. born before December 31, 1991).

Some reasonable exceptions may be done by the IAO Chairman for actual requests from team leaders.

National representation quota at APAO-2005 is (up to) 8 students and 2 team leaders (the same number is at the Asian Physics Olympiad): not more than 4 participants for the younger group, not more than 4 participants for the senior group. (For the 1^st APAO this quota is for every country without additional demands, later rules to be analogous to the #5.2. of the IAO Statutes.) Observers are welcome as well.

In the case of absence of a National team from a country, the regions, cities and towns or individuals of this country state are responsible (by a permission) to take part in the 1^st APAO.

Deadlines:

A report of National Olympiad is not necessary for the first APAOs.

The deadline for receiving the applications from teams:

For the teams which ask for Russian visa - together with the personal data for visas (or before).
E-mails for sending the applications. Please, use both e-mails.
- Usual way to have invitations for visa.
  The official deadline for receiving all personal data and photocopies of the main pages of the passports (in *.jpg format, 150 dpi resolution) for every person:
  October 5, 2005, 24 h of Irkutsk time (15 h UT) (59 days before the Olympiad starting).
  E-mails for sending applications. Please, use all three e-mails.
- Urgent way (additional fee) to have invitations for visa.
  The official deadline for receiving all personal data and photocopies of the main pages of the passports (in *.jpg format, 150 dpi resolution) for every person:
  October 19, 2005, 24 h of Irkutsk time (15 h UT) (45 days before the Olympiad starting).
  E-mails for sending applications. Please, use all three e-mails.
Note 1: A team may use other way to get visas (i.e. not through invitations organized by the LOC), but it necessary to inform LOC about this way in advance and take permission from LOC.
Note 2: LOC may send various types of invitations issued by organizations involved into APAO-2005 organization. As usual these invitations are not official for asking visas in Russian Consulates, but in some cases it maybe helpful. The faxes with such inofficial invitations may be sent directly to the Consulates as well.
Note 3: For the case a team is late to send the data in time: LOC recommends to use touristic companies in your country to obtaine touristic visas to Russia. The faxes with inofficial invitations may be sent directly to the touristic company (to the company you choose) as well.
Note 4: LOC cannot adopt team of a state with official passports without visas if visas are necessary for the citizens of the country with usual passports.
The invitations for you will be issued and sent approximately in five-six weeks (usual way) or three weeks (urgent way) after receiving the valid personal data and photocopies of the main pages of the passports.
For the teams which do not ask for Russian visa:
- Recommended deadline (usual fee):
  Application with the personal data for every person have to be received not later:
  November 6, 2005, 24 h of Irkutsk time (15 h UT) (28 days before the Olympiad starting).
  E-mails for sending the applications. Please, use both e-mails.
- Final deadline (larger fee):
  Application with the personal data for every person have to be received not later:
  November 20, 2005, 24 h of Irkutsk time (15 h UT) (14 days before the Olympiad starting).
  E-mails for sending the applications. Please, use both e-mails.
But no official invitations for visas may be issued in this case.

We hope teams from traditional participating in IAO countries and territories (China, India, Indonesia, Iran, Korea, Thailand, Asian part of Russia) to take part in the 1^st APAO. May be teams from Central Asian countries of CIS, Mongolia, Singapore, Australia, Japan, Taiwan and other countries and territories will arrive as well. Observers are welcome to the Olympiad as well.

The third announcement about the 1^st APAO (with the deadlines) to be presented a few weeks later, in the late September - October. We hope the National Astronomy Olympic Committees already started to form the teams to the 1^st APAO in Siberia.
