At S.P.Korolev Rocket and Space Corporation Energia under
the chairmanship of N.N. Sevastyanov, Corporation President,
General Designer, took place the next session of the General
Designer’s Review Board on the Russian Segment of the
International Space Station (ISS).
According to the session agenda one heard:
- The Report on the status of Soyuz TMA-9 manned transport
spacecraft launch processing (reporter: Yu.I.Grigoriev,
RSC Energia Deputy General Designer, Director of Orbital
Complex Programs);
- The Report on the Soyuz-FG launch vehicle flight readiness
to launch the Soyuz TMA-9 spacecraft (reporters: D.A.Baranov,
GNP RKTs TsSKB-Progress Deputy General Director, K.K.Popov,
RSC Energia Deputy General Designer);
- The Report on the Launch Complex readiness for the
launch of the integrated launch vehicle with the Soyuz
TMA-9 spacecraft (reporter: E.I.Sokolov, KBOM Deputy
General Designer, A.V. Tolyarenko, RSC Energia Deputy
General Designer);
- The Report on the Ground Control Systems readiness
for the forthcoming Soyuz TMA-9, Soyuz-TMA-8 and ISS
activities (reporter: R.M. Samitov, RSC Energia Deputy
General Designer);
- The Report on the readiness status of the ISS, LOCT
and flight support systems for performance of the next
ISS-14 increment program, the results of the ISS-13
increment flight, mission program for the forthcoming
period (reporter: V.A. Soloviev, RSC Energia Vice-President,
Deputy General Designer);
- The Report on the Soyuz TMA-8 spacecraft readiness
for flight completion (reporter: Yu.I. Grigoriev, RSC
Energia Deputy General Designer)
- The Report on the search and rescue equipment readiness
for Soyuz TMA-9 launch and Soyuz TMA-8 landing support
activities (M.I. Polukhin, representative of the Federal
Aeronavigation Service);
- The Report on the readiness of ISS-14 increment crew,
VC-11 visiting crew for the performance of the forthcoming
program of activities on the ISS, and ISS-13 crew for
descent (reporter: V.V. Tsibliev, Head of Yu.G. Gagarin
RGNII TsPK);
- The Report on the health status of the ISS-13, ISS-14
crews and visiting crew VC-11 (reporter: V.V. Bogomolov,
Institute of Biomedical Problems Deputy Director);
- TsNIIMASh Report on compliance of the Soyuz TMA-9
spacecraft with Technical Specifications and standard
documents (reporter: V.A.Polyakov, TsNIIMASh Deputy
Head of Division);
- Customer’s Representation Statement about Soyuz TMA-9
spacecraft compliance with requirements (reporter: A.N.
Fedchenko, First Deputy Head of Representation);
- Statement about the readiness of Soyuz TMA-9 spacecraft,
general preliminary statement for the Rocket and Space
Complex integral parts and all ISS technical facilities
for the forthcoming mission phase (reporter: N.N. Zelenschikov,
RSC Energia First Vice-President, First Deputy General
Designer);
- General Designers Review Board draft decision (reporter:
N.N. Sevastyanov, RSC Energia President, General Designer).
- In the course of the Review Board session one heard
co-reports and presentations of Chief Designers, responsible
representatives of organizations and enterprises involved
in ISS program implementation.
By the outcome of the reports and statements review,
the Board of General Designers Review took the following
decision:
- Approve the testing results and RSC Energia proposed
plan of forthcoming activities on processing Soyuz TMA-9
spacecraft for launch to the ISS on September 14, 2006
with the ISS-14 increment crew consisting of two persons
(M. Tyurin, spacecraft commander, ISS-14 flight engineer,
M. Lopez-Alegria, ISS-14 crew commander, spacecraft
flight engineer), and VC-11 with spaceflight participant
A. Anzari, the USA;
- Based on the assessment of the actual status of the
ISS Russian Segment, accept the ISS RS for the performance
of the next ISS-14 increment program;
- By the results of assessment of Soyuz TMA-8 spacecraft
readiness for mission completion, approve RSC Energia
proposals for the return of ISS-13 and VC-11 crews by
the Soyuz TMA-8 spacecraft on September 25, 2006;
- Approve RSC Energia proposals on the mission of the
next ISS-14 increment crew with a duration of 186 days
in the period of September 14, 2006 to March 16, 2007
with the cargo traffic to the station provided by the
Progress M-58 transport cargo vehicle in October 2006,
and Progress-59 in February 2007;
- Approve RSC Energia proposals on the research and
experimental program during the ISS-14 and VC-11 visiting
crew flight;
- Approve and implement the Organizational and Technical
Controls Plan to Support Soyuz TMA-9 launch and complete
Soyuz TMA-8 flight.
Responsible representatives of Roskosmos, NASA, ESA,
enterprises and organizations of Russia’s rocket and space
industry participated in the work of the Board.
