The system is based on a classical hierarchy structure
complemented with necessary links.
Level I: Primary Information Sources:
- Dose-rate meters to be installed at a distance between
several hundreds of meters and several kilometers.
- Automatic Radiation/Ecology Stations (ARES) are nodal
stations in the monitoring network and are designed to
monitor the presence of radiation and chemical contaminants
in air and measure isotopic contamination composition.
- Weather hardware to measure wind velocity distribution
in the near-earth layer and at altitudes up to 300 m.
- Satellite data transmission stations.

- RSC Energia communication satellite;
- Dosimetric sensors, spectrometers with data relay
radiolink;
- Satellite communication antenna;
- Automatic radiation and ecological station.

Level II: Information acquisition, storage, processing,
analysis and presentation subsystem, which is aimed at:
- Control and monitoring of the automatic continuous
measurement system.
- Real-time processing and presentation of the incoming
information, covering visualization of the radiation data
by using geoinformation systems.
- Warning against the monitoring and emergency levels
breakdown, as well as early detection of the objects accidents
causing radioactive substances egress into environment.
- Presentation of the radiation monitoring data.
Level III: Accident Progress Simulation and Prediction
and Management Decision-Making Support Subsystem, which
provides solution of the following basic tasks:
- Analysis, prediction and visualization of the radiation
situation data based on the basic models of radioactive
contamination propagation into environment, and geoinformation
systems.
- Generation of recommendations, and scientific and technical
support of the management-made decisions.
- Report preparation and submission to top-level systems
and appropriate authorities.
