PRESS-RELEASE AUGUST 17, 2011 THE CITY OF ZHUKOVSKY, MOSCOW REGION OAO RSC Energia after S.P. Korolev together with the Skolkovo Fund will set up International Space Center to be located both in Skolkovo Innovation Center and in the city of Korolev, Moscow Region. Today the Agreement on setting up International Space Center (ISC) has been signed by the Skolkovo Fund and OAO RSC Energia after S.P. Korolev representatives within the framework of MAKS ­ 2011 International Aerospace Show. Among those who have signed the Agreement were the following persons : OAO RSC Energia President, General Designer V.A. Lopota, the President of the Skolkovo Fund V.F. Vekselberg. RSC Energia pursues innovation development strategy and sets up International Space Center (ISC). Cooperation within the Agreement provides for setting up ISC International Module ­ RSC Energia Research Institute for Space Technologies (STRI) at Skolkovo Innovation Center. Under the Agreement, by 2020-2025 the number of the Skolkovo ­ based STRI researchers will amount to about 200. The Parties will co-invest in building ISC infrastructure at Skolkovo. ISC laboratory ­ manufacturing and training facility will be situated in the city of Korolev, Moscow Region. According to the Skolkovo Fund President Viktor Vekselberg: "For practical implementation of this project the Parties agreed to cooperate in the develop ment and agreement of the Concept for setting up and operation of the Skolkovo - based RSC Energia STRI within the February 1, 2012 deadline. We are going to make our best efforts to develop and coordinate organization and subject matter parameters for ISC building and development; make a search for the required financial sources. Thereafter, we are planning to change over to our structured cooperation in joint construction of ISS international module at Skolkovo. According to RSC Energia General Designer V.A. Lopota: "Skolkovo Innovation Center may be thought of as the best site for ISC international module accommodation by virtue of the Skolkovo Project philosophy itself, which provides for creation of interdisciplinary and international research environment aimed at cooperation of foreign and Russian scientists and businessmen, investors,


students, international and national corporations. We are planning to make the best use of the Skolkovo potential to organize ISC financing on commercial basis and train a new generation of highly skilled specialists to meet the ISC needs". The Project means setting up universities, research institutes, business incubators, center for technology transfer and commercialization, foreign companies offices, R&D centers, as well as living accommodations and social infrastructure. The Skolkovo is regulated by special law which grants special economic conditions for its residents.
