Dear delegates (especially ATNF, Applied Physics, Entomology)-

Further to my email on close and on call allowances:

1. The AMWU claim is for what is now the standard in the APS for all
restriction duty situations (close call, on call, stand by, etc). That is
one rate for all.

2. AMWU have now put to CSIRO that the claim be for 7/10/15% of CSOF4M
hourly rate per hour restricted, not 7/10/15% of the officer's hourly rate
per hour restricted.

3. We and the AMWU have also suggested that while rostering and other
arrangements are best made locally, that CSIRO corporately state that such
arrangements should allow for family responsibilities.

4. The process for progressing this issue has been agreed on as follows:

CPSU feedback a formal position on the allowances - ASAP

CSIRO take into account final CPSU/AMWU positions, continue consulting with
Divisions.

The Parties have further discussions on 31 May to attempt to bring things
forward.

Any agreement is ratified by members, Division Council and Executive
Committee by 28 June.


5. I indicated that we probably see it as appropriate to continue
distinguishing between on call and close call. Currently on call is set at
50% of the close call allowance. If the AMWU claim is agreed for close
call, the on call would then be 3.5/5/7.5% of CSOF4M hourly salary per hour
restricted.

6. The allowances are currently flat rate for a day or a night. Under the
APS model being proposed, they become hourly. If a person is actually
called out, they receive overtime while working, but technically under the
current system they are still receiving the allowance for that night/day.
CSIRO have stated, and the AMWU appear agreeable, to the allowance not being
paid for the time called out if we move to the hourly rate.

7. CSIRO are very sympathetic to the AMWU given the length of time since
increases to the allowance. The Divisions they have talked to, we
understand, are generally happy to pay for an increase.


SO: PLEASE ANSWER THE FOLLOWING QUESTIONS SO WE CAN DEVELOP A FINAL POSITION:

Do you agree with a claim on the basis of a close call allowance set at

Weekdays - 7% of CSOF4M hourly rate per hour on close call

Weekends - 10% of CSOF4M hourly rate per hour on close call

Public holidays - as above at 15%

and a claim for the on call allowance to be set at half those rates?

Do you agree that no allowance should be paid while an officer is called out
and being paid overtime?

Do you agree with the proposition in point 3 above about family
responsibilities?

Do you have any other comments/views on this issue which should be part of a
claim?
