Dear John and Richard,

Departmental involvement in World Radiocommunication Conference (WRC)
preparations

At the inaugural meeting of the International Radiocommunications Advisory
Committee, Sub Committee for WRC-2003 (IRAC SC WRC-2003), held in Canberra
on 2 August, most participants expressed their concern over the absence of
Departmental representation. Accordingly, as Chairman, I was given an
action item to encourage the Department to actively participate in the work
of the Sub Committee.

The IRAC SC WRC-2003 is an advisory body of stakeholder volunteers, who
assist in developing Australia's treaty level WRC positions and proposals.
As such, it is important that timely and clear Government policy frameworks
be provided, to avoid stakeholders engaging in nugatory work. It is also
important that the Department be present at IRAC SC WRC-2003 meetings, so
that they can advise clearly when there is a chance of failure in complying
with Government policy. The process also works in reverse, in that this
forum provides the Department with the views of stakeholders, that can be
considered when you make, or modify your policy.

There was also an expectation that the meeting would be briefed on the
outcomes of Council 2000, especially on those matters germane to WRC-2003,
CPM and RA-2003. While some feedback was provided, many participants
desired to discuss the outcomes with the Departmental officers. The IRAC
SC WRC-2003 looks forward to receiving a report from the Council,
especially on matters of relevance to its terms of reference, and for an
opportunity for participants to discuss the Council outcomes.

I look forward to your active participation in the preparatory processes
leading up to WRC2003.
