New version of ATLOD

Hi all,

I have released a new version of ATLOD for reading rpfits data into
classic AIPS. The main features you may want are:

   - No dependency on SLALIB or AT ephemeris libraries
   - Support for XY mounts for polarization VLBI
   - Read in large files

Thanks to Richard Dodson for the large file and XY mount changes.

There are still some pulsar binning code Richard has written, which
still needs to me merged in.
