LBA monitor pages

Hi all,

I have made the first attempt of an LBA monitoring page

Also I have made an ATCA and Mopra page. The ATCA page may be quite

Thanks to Jamie Stevens for making the Hobart and Ceduna data
available quickly.

NB: The html needs output is a little messy. The next step is to work
wth Jamie to make an AJAX version of the monitor page, which should
look a lot cleaner. E.g.
