[ivo] small management changes

Hi All

I've changed the way that messages are displayed in the
archive. Now, any email addresses in the messages are mangled
so that they cannot be used by spambots. This only affects
the archived version of the messages, at
 http://www.atnf.csiro.au/_Mail_Archives/ivo/.

I made this change so I can remove the .htaccess file, which was
previously protecting your email addresses but in a fairly
clumsy way. Now, all the IVO community can view the
discussion, without having to be subscribed to the list.
