The latest version (V4.0) of the Resource and Service Metadata document is

Changes of note:
o Added paragraph describing how specific implementations (XML, UCDs, FITS)
might differ in details, though would follow same basic schema.
o Added Service URL to curation metadata. Specification is currently quite
loose.
o Enumerated values for Type, under Content Metadata.
o Enumerated notation for Coverage.Spatial.
o Enumerated notation for Coverage.Spectral, and added
Coverage.Spectral.Bandpass to allow for specific bandpass names.
o Updated SDSS example.
Open issues:
In addition to discussion on the above changes, or others that people
think are still necessary, please think about the general issue of how to
include references to external information. For example, we might want to
augment bandpass descriptions with a full transmission curve, or spatial
coverage descriptions with a long external list of coverages (e.g., for a
survey with numerous coverage gaps).
I have also not drawn a firm line between resource and service metadata,
and am hoping that some initial implementations will help shed light on
where to make the distinction.
Please circulate to others with an interest in this topic.
