How to create /proc/sys variables?

Hi there I'im going to do a kernel hack. I plan to insert a static variable (that is: static int) into the modified kernel. The value of it should be tunable by an external program. Now, How to do so ? I think best way is to create a variable into the /proc/sys mirror and tune it by echo. But how can I create such a file ? Does sysctl() do something ?
