TCC logs

For the whole of the October 1999 dark run, we have no TCC logs. The logging facility was turned off because when it is enabled, the spectroscopic guiding becomes so bogged down as to make guiding impossible. It was therefore a request be the Observers to disable the TCC logging so that we could get on with the business of commissioning the spectrographs.
