Your question is valid, but the presuppositions are wrong. The answer to your question is "yes" and "no."

Evolution is a theory. It has never been proven. Astronomers must wrestle with some interesting facts that won't fit the paradigm of an evolved universe; i.e., these five spiral galaxies: M101, M51, NGC M88, and NGC772. They are 18, 25, 32, 65, and 106 million light years away from earth, respectively. You would think the difference in the age of each galaxy would make the spirals different by virtue of evolution. Each galaxy's age is determined by how long its light took to reach earth. That is not the case. Astonomers discovered the spirals are the same, though the galaxies are of different age. Now how can that be? We think the universe evolved over billions of years. We think humanity evolved, and extrapolate on an unproven theory that other civilizations evolved elsewhere in the universe.

People mistakenly interpret the Bible according to personal experience. Let the Bible interpret itself. In fact, it does a good job of self-validation. It was written by 40 individuals from all walks of life over the course of 1500 years. Try getting 40 people today to write on the topic of "God" and find out how utterly confusing a manuscript can be. Many prophetic utterances were fulfilled hundreds of years later, and there are still a multitude left to be realized.

God is an extraterrestrial, in fact He is simultaneously within and outside the universe (Acts 17:24-30). Christianity is a result of a close encounter with God in the person of Jesus Christ a couple thousand years ago (John 1:1-3, & 14). So the answer to your question is emphatically, "Yes!"

You suppose that God or angels might be an evolved race somewhere else in the galaxy, or that they need a residence similar to ours elsewhere in the universe. So the answer is also an equally definate, "No."

The Person who created the universe cannot have need of its substance for His existence.

Blessings
