Here are two sites of many which use rest mass terminology.

All energy fields will exhibit mass properties according to the equation E=M*C^2

The charge is the field which surrounds the particle not the particle.
Just like the earth is not gravity but causes a gravitational field.

Light is matter, just a different form of it. Atomic weapons have proven that one can be converted to another.

If you would say a charge field does not contain energy I assume you are saying it is not composed of electromagnetic waves or their interaction.
