Matter Being Shot Out Of The Black Hole

What's up with matter being shot out of a Black Hole. Is this a Quasar? At first, people say nothing can escape a Black Hole, and yet, I read somewhere that particles (maybe photons?) can be bounced out of it at incredible speeds causing a jet of light.
What force causes this barrier bounce to happen? Electromagnetic force or gravity? What is that "barrier" called that would cause a light particle/wave to bounce away and what is it made from?
If I constructed an anti-matter Indigo (that would be me, hehe), would the charges be strong enough to attract me away from a black hole?
