A Doubt On The Human Powered Clock Drive

i have a doubt on the article on "human powered clock drive" [ article no. 9 ]. it has been said that:
"Since I am at 37 degrees North latitude, I drilled a hole for the tripod mount 46.5" up from the bottom of my baseplate (the camera mount screw on my tripod is 36.5" above the ground) so that, when mounted to my camera tripod, it will point at roughly the correct altitude for Polaris."

now,i live in bangalore, india where the north celestial pole is at 12.5 degrees height....i have a tripod which is 2 and a half feet high....how do i calculate the height at which the baseplate is supposed to be attached to the tripod and also the height of the camera mount screw to be attached for these specifications......is the height of the tripod, height of NCP, and height of mounting the camera dependant on effiency of tracking?
