Incorrect Soft03Cmt.edb ?

Hi,
I'm using the file Soft03Cmt.edb from
the ICQ homepage.
For the comet C/1999 T1 xephem calculates
wrong positions (Declination is completely wrong).
I think there's a problem with the MA Epoch
values in the file.
They use 09/13.0/2000.
I get nearly correct positions, if I use 12/13/2000.
Is there some misunderstanding on how to set this value?
