According to the National Space Program of Ukraine on 1998-2002 the experimental space system WARNING has to be designed and launched in 2001. The main goal of the WARNING mission is investigation of lithosphere-atmosphere-ionosphere-magnetosphere interaction and searching for the probable earthquake precursors. The present meeting has been called in accordance with the decision of previous meeting in Kyiv (October 28-29, 1997) in order to agree payload composition and space configuration of three WARNING satellites. Meeting participants from Bulgaria, Hungary, Russia, USA, Czech republic and Ukraine presented their proposals. The decisions of meeting are the next.
1. To compose experimental space complex WARNING from three satellites:
2. The space vehicles are to be designed, created, launched and operated by Ukrainian organizations and firms. Composition of scientific payload is implemented in the international cooperation.
3. The following set of scientific instruments is determined:
a) For the basic satellite:
b) For the SEM subsatellite:
c) For the SAM subsatellite:
4. The complex ECHO-EM for basic satellite is created in the following cooperation.
* The main executor:5. LC SRI (Ukraine) and Central Research Institute for Physics RMKI (Hungary) are responsible for designing of onboard data collecting system for SEM-subsatellite (the sharing of work is to be determined). LC SRI is the Principal Designer.
6. DB 'Yuzhnoe' and SRI (Ukraine) elaborate the problem of data timing for all three satellites with accuracy not worse than 1-5 microseconds.
7. US side pays attention that the subsatellite SAM should not have booms which may shade the antennas of TOPADS-device. The whole surface of a subsatellite SAM have to be covered with metal foil bonding (without slots). US side will consider the possibility to install in TOPADS-device the additional electronic card for measurements of ULF E-field fluctuations (0.1 - 20 000 Hz). The participation of US side in WARNING mission will be finally confirmed after NASA decision (not later than August, 1998).

11. The final right of decisionmaking about the changing of payload composition belongs to the International Scientific Committee. The final decision is to be based on the scientific and technical proposals analyzing, Design Bureau 'Yuzhnoe' inference about the technical feasibility to carry out particular experiment.
12. The designers of instrumentation send their proposals to Design Bureau 'Yuzhnoe' (V.S.Gladilin) and to Space Research Institute (V.N. Ivchenko) up to May 11, 1998 accordingly to instructions of "GENERAL STANDARD SPECIFICATION ...", item 1.5.1a of section 1.5 "Volume of presented materials". The proposals obtained after May 11, 1998, will not be considered. SRI is responsible for collecting of all technical proposals and their preparation for consideration. The information is to be represented in WORD-6 format with future transition to PDF.
13. DB 'Yuzhnoe' studies the obtained proposals and informs International Scientific Committee about results of considiration till June 1, 1998.
14. Scientific committee considers the possibility to increase the number of ground based stations for receiving of TM information from satellites.
15. SRI has been asked to multiply the "Program" report for the usage of all mission participants.
16. Because of the necessity of high electromagnetic cleanness all spaceborn systems of WARNING complex (scientific and service as well) have to avoid processing in frequency range 0.1 - 20 000 Hz. The use of these frequencies in high-power sources should be eliminated. DB 'Yuzhnoe' is asked to submit to Principal Investigators the comparative characteristics of electromagnetic disturbances of two proposed versions of satellite orientation and stabilization system.
17. Prof. Bodo Raynish (Lowell university, USA) has been included to the International Scientific Committee.
18. The new version of the Memorandum of Mutual Understanding will be delivered to the participants after the decision of International Scientific Committee (June, 1998) for the final discussions before signing on the next meeting. The time and place of the next meeting will be determined. The participants are grateful to Bulgarian colleagues for the proposition to organize next WARNING meeting in Bulgaria.
