Recent years have seen a marked increase in the volume of the Archives and Library holdings, with the result that the Library and Archive rooms are no longer adequate to house the entire collection. The pressure on space is exacerbated by the fact that the present library doubles as a meeting room, lecture theatre, and occasionally even as a reception area. The Library Annex, which is a temporary building, is full; the Library and Stack Room are seriously overcrowded; and the Archives and Historic Scientific Instruments rooms (both located in the Basement of the Main Building) provide no space for inspection of material and conservation work, and are now too small to hold the collection.
During 2001, the Observatory entered into discussion with the Observatory architect (Mr Stephen Leighton) and Mr Dick Oram (formerly of the DoE Historic Buildings and Monuments Branch) with a view to developing a proposal that could be brought forward for support. Key constraints were:
