7.3.1. Contemporary State ol SETI Problem In Russia

Presently the scientific and technological civilization on Earth possesses only one method of searching for extraterrestrial civilizations in outer space - the method of remote observation by scanning, optical and radio data from the surrounding space and by trying to detect and. recognize possibly intelligent signals. There are currently three major astrophysical project under way in Russia, which are effectively involved in solving problems connected with SETI. The first of them is the RADIOASTRON project, an international effort and a first step in a new approach in radioastronomy - construction and operating in space of telescopes with sizes considerably larger than what are at all possible on the surface of Earth. One of The main problems which will be studied in this project is the formation and evolution of planetary systems, a subject that has hitherto been difficult to achieve by observation. The new techniques allow angular resolutions that will make it possible to track fainter possible ETI sources that before. The Astro Space Center of the N.P.Lebedev Physical Institute is currently constructing a new Observatory in Suffa (Uzbekistan). The main telescope of the Suffa Observatory will be a 70 m radio telescope. The telescope is the largest in the world for operation up to the shortest millimeter wavelengths. The facility will be completed in 1995 and operating in 7 mm band and in 1998 in up to 09 mm wavelengths. One of the main tasks of the Suffa Observatory will be SET! observations. The telescope will provide a capability for SETI observations in the optimum wavelength range around 1.5 mm Currently successful activities are carried on with the help of MANIA equipment. These observations are made with a 6 meter optical telescope with the objective to recognize laser signals from stellar objects. Ir; the Astro Space Center sophisticated computer software has been developed based on modern mathematical methods for the analysis of data from astrophysical observations (time series images) as candidates for SETI signals. A new conception for creating a Global SETI Strategy has also been developed The cultural aspects ot SET[ problematics are also being actively developed.

7.3.2. Theoretical Foundations ot the Contact oi Intelligent System.

The paper presents an overview of theory of intelligence and the theory of contact of intelligent systems developed by the author (Krein 1977-1992). A cardinal difference in the approach suggested by the author from that generally accepted is the following: all forms of intelligence, both natural and artificial, human intelligence included, are considered not from the standpoint of the solely mown from of intelligence, but rather through the "magic glass" of a general theory of intelligence elaborated for a whole class of systems. Key concepts - those of intelligence, civilization, the language of intelligent systems, thinking, consciousness, as well as other concepts, being not given a prion, but deduced from more general concepts - are defined thus making up an entire theoretical system. For a class of systems functioning in media of a certain class a general model of an intelligent system and of a civilization have been constructed. Models of complex systems of a given class functioning in media of complex structure have been devised and criteria for the definition of "natural" and "artificial" in the descent and evolution of systems in question have been determined. From the standpoint of the theory of intelligent systems the interest of these systems in the problem of contact with other intelligent systems constitutes an inherent stage in their evolution, but the way they treat this problem, especially its ethical and mo-> ral aspects, is characteristic of the level of their spiritual development. It is these aspects of the problem of CET1 that are given particular attention in the paper.

7.3.3. Intermediary Languages for the Contact ot Intelligent Systems.

The problem of intermediary languages (IL) for contact with hypothetical extraterrestrial civilizations has been in the focus of attention since CET1 (Communication with Extraterrestrial Intelligence). and SETI (Search for Extraterrestrial Intelligence) problems became topics of scientific study and hot discussions. In this paper the problem of IL is considered from the methodologi-cal and theoretical point of view. The complex general approach to the problem of IL suggested by the author is based on the theory of contact of intelligent systems developed by Irma Krein (1977-1992). The problem of IL is treated in the framework of concepts of semiotics and general systems theory The classification of lls suggested by the author is discussed. In the paper a model of an IL, treatea as a complex structure referred to as a definite type of contact of intelligent or highl'y-orgaftized systems of a given class, is suggested. The mode} presents the IL as a hierarchy of the following level: the theoretical level - the level of principal solutions of problem of -.establishing contact of given systems, the level of semiotics, and "the level of realization - elaboration of coding systems. Concrete ILs are interpreted by the model. Theoretical statement discussed in the paper are illustrated by results from experimental investigation of the process of comprehension of L1NCOS - A Language for Cosmic Intercourse - by a human subject obtained earlier (Zaretskaya- Tchukreyeva 1978-1983).

7.3.4. The Moon as a Attractor oi Alien Artllacts.

The Moon must be attractor of alien reconnaissance probes. One can expect that alien artifacts would concentrate on the peak of the southern wall of the crater Malapert, and near the crater Aris- tarchus. Extraterrestrial artifacts could also be sought in the craters Herodotus, Crassendi, Furnerius and Stevinus.
