The Organizing Committee cordially invites you to take part in the Third International Symposium UNIVERSAT-2009": University satellites in space sciences education and associate the Sixth Hands-on Space School for university students and tutors.

Earlier this Symposium was previously announced to be held in September, 2008 and May, 2009.

GENERAL INFORMATION The Third International Symposium UNIVERSAT-2009: UNIVERSITY SATELLITES IN SPACE SCIENCES EDUCATION is organized by Skobeltsyn Institute of Nuclear Physics, Lomonosov Moscow State University, and is going to take place on 28 September ­ 1 October, 2009 in the conference halls of Lomonosov Moscow State University, Moscow, Russia. UNIVERSAT-2009 is a satellite symposium of the Space 2009) announced by Space Research Institute of Russian (Moscow, Russia). OBJECTIVES OF THE MEETING AND SCIENTIFIC PROGRAM The UNIVERSAT-2009 will cover a wide variety of topics centered around the theme "University satellites in space sciences education", and is meant to inform the entire university and space-interested community on the new initiatives and university satellites projects in space sciences and technology education. The key topics for sessions have been identified to provide an overview of up -todate state of the art, to define concepts and express interests in: I. Space Sciences Education: 1. Solar, Heliosphere, Near-Earth and Space Physics, 2. Ecology, Geosciences and Other Space-Related Studies, 3. Hands-On Space Exercises, Public and High-School Outreach Materials in Space Sciences; II. University Missions: Aims, Results and Opportunities: 1. Best Practices of University Satellites and Space Experiments, 2. Projects of Future University Missions, 3. Design and Development, Operation and Application of University Satellites; III. Skilled Personnel Demands of Space Industry, Space-Based Civil Services and R&D Institutions; IV. Cooperation Ideas in Space Sciences Education and Public Outreach

LANGUAGE With respect to the foreign participants of the Meeting, the Organizing Committee cordially asks the authors to provide their oral and poster presentations and abstracts in easy and understandable English. Nevertheless, both English and Russian will be the official languages of the meeting, the oral translation services from Russian into English will be organized only in exceptional cases on th e presenting author's request made well in advance. The Organizing Committee recommends the authors to rely on their own in presenting their papers in English, or translating them, and hopes for understanding.

ACCOMMODATION, SOCIAL PROGRAM AND CLIMATE The Organizing Committee will help the participants to book the accommodation in several 3-star hotels and students' hostels. The price varies starting from 30 euro per person per day (single room with private wc/shower, university hostel). Accommodation in other hotels or under other conditions is to be organized by the participants on their own.


The LOC will organize the ice-breaking evening, conference dinner and excursion program, and tries to cut the expenses. But the additional fees may apply. The actual information will be published. During the conference hours the extended coffee-breaks will be served and lunchtime will be reserved. In the early October the weather in Moscow is usually comfortable: the temperature reaches 10-15o C easily. But nights are cooler; rains are very possible, and may last for long. In addition to casual clothes and raincoat you are strongly advised to bring umbrella and warm sweater or jacket.

VISA INFORMATION Most of UNIVERSAT-2009 participants will need a visa when entering the Russian Federation. Please contact your local Russian Embassy or Consulate well in advance of the Conference dates. The Organizing Committee will send the Official Invitation Letters approved by Russian Emigration Authorities (the only document providing the possibility to apply for Russian visa) to those participants who indicate the necessity for it in their registration form. Please take into account that the Organizing Committee needs about two months to provide this Official Invitation Letter and you will need about one month to apply for visa. For those who need the invitation letters confirming their participation in the UNIVERSAT-2009 meeting for other purposes (like funding or booking) the letters of such kind will be easily issued on the request. Please indicate in your registration form if you need the Official Invitation Letter to be issued earlier. In the exceptional cases the Official Invitation Letters approved by Russian Emigration Authorities can be issued in two weeks for additional fee (usually it is about 100-200 euro depending upon the citizenship of the participant).


REGISTRATION AND CONFERENCE FEE To register for the UNIVERSAT conference please fill in the registration form at the conference web-site http://cosmos.msu.ru/universat2009 or fill in the attached registration form (at the end of this Announcement) and send it to the LOC (universat2009 at gmail dot com ). In a week after your registration you will receive the confirmation, otherwise please contact the LOC again. Please do not forget to fill in the registration form for each accompanying person. The Conference Fee (for those who register before 1 June, 2009) is 450 Euro for foreign participants and accompanying persons and includes: o issue of Official Invitation Letter approved by Russian Emigration Authorities, o transfer from and to airport, o ice-breaking party, conference dinner, coffee-breaks, o excursion program, o abstract and program books. For those who register after 1 June, 2009 the late registration Conference Fee is 600 Euro for foreign participants. The reduced Conference Fee is 7000 Russian rubles for participants from Russia and includes: o ice-breaking party, o coffee-breaks, o conference dinner, o excursion program, o abstract and program books. For those participants from Russia who register after 1 June, 2009 the late registration Conference Fee 9000 Russian rubles. The Conference Fee can be paid in cash during the on-site registration at a Conference place or in advance by bank transfer (bill on request). The Organizing Committee makes every possible afford to reduce the Conference Fees for the participants and to enhance the social program of the Conference. With all our respect to foreign participants we are forced to announce the given amounts due to very long and expensive procedure of the issue of the Official Invitation Letter approved by Russian Emigration Authorities. The Organizing Committee hopes for understanding and will be grateful for any assistance in getting financial support for the Conference organization.


FINANCIAL SUPPORT Very limited financial support in the form of the Conference Fee waiver will be provided for about 10 persons (the exact number will be determined in the end of May). Those, who wish to apply for a Conference Fee waiver must be t he principal author of their contribution, must submit an abstract by 1 June, 2009, and indicate the appropriate line in the registration form. Each waiver awardee will be notified after the decision has been made (exactly before 15 June, 2009).

HANDS-ON SPACE SCHOOL The Sixth International Hands-on Space School is organized by Skobeltsyn Institute of Nuclear Physics, Lomonosov Moscow State University, and is going to take place on 2 ­ 4 October, 2009 in the conference halls of Lomonosov Moscow State University, Moscow, Russia. Previously Hands-on Space Schools were carried out annually during 2004-2008. The participation in the School is open only for UNIVERSAT-2009 participants and is free of charge. During the School the participants will get the possibility for informal acquaintance with Space Physics and Cosmic Rays Practice Exercises. The School Organizers will be grateful for ideas about School activity. Please indicate in the Registration Form that you are interested in participation in the School activity. If you feel that in addition to your presentation at UNIVERSAT-2009 Symposium you are able to present a small scientific lecture which will be interesting to School participants (first of all university students and tut ors), please indicate it in the same registration form.
