Language specific comments

These macros (lang_spec_comments.nm) add/remove comments based on the current language mode to a block that is (non-rectangular) selected.
These macros (smart_comments.nm) are similar, but add/remove the comment to the line at the insertion point if there is no selection, and allow the comment string to be specified in the macro call. If no argument is given, the macro will call a second function which attempts to determine the correct comment for the current lanaguage mode.
