Notes on v8.0.3 of the Phase II Proposal Instructions

ABSTRACT
Version October Cycle 8 trations 8.0.1 of the Phase II Proposal Instructions was documented in ITM_1998_04, issued 1, 1998. Version 8.0.3 has some additional changes and improvements need to support General Observers, including an index, HTML output to connect to RPS2 help, and illusof examples of ORIENT.

1. Introduction
ITM_1998_04 was issued October 1, 1998, to document the creation of v8.0.1 of the Phase II Proposal Instructions ("P2PI"). Production of v8.0.1 meant many text changes to prepare for Cycle 8, as well as a substantial change to the format of the document. This ITM documents the release of v8.0.3 of P2PI, in December, 1998. The text changes made since v8.0.1 are listed in Table 1, "OPRs Incorporated into Version 8.0.3," on page 3. Of greater significance are additions that make P2PI easier to connect to: HTML output for RPS2 help, and an index. Version 8.0.3 has been formatted for effective presentation both on paper and via the web as a Portable Document Format (PDF) file. A PDF file is easy and quick to download, and, once opened, can be left on one's screen as a ready reference. The PDF document provides all of the capabilities of HTML and more, and there are no current plans to produce an HTML version of P2PI. Experiments showed that a significant effort would be needed to produce good-looking and effective HTML. The PDF document provides HTML features and is easy to produce.

2. Production of HTML
FrameMaker produces very poor HTML output. In part the reasons are intrinsic to the nature of Framemaker, which is oriented around producing precisely-controlled text in a fixed-size environment (the printed page). However, there are genuine problems with the way that Framemaker produces HTML. Up to now the production of HTML output has been avoided by using the PDF format instead. PDF is in many respects superior to HTML. However, PDF at present has one substantial shortcoming: It is not possible to enter a PDF document to go to a specific topic ("Named Destinations"). Instead, the Acrobat reader always goes to

Internal Technical Memorandum ITM-1998-09 the first page of the PDF file. This makes it impossible to provide effective ties for RPS2 help topics. The present solution has been to generate HTML, with the intention of using it solely for connection to RPS2 help. The HTML files are legible, but they lack the graphic quality of the PDF and so will not be provided routinely on the web. Their readability has been significantly improved by deleting the CSS (Cascading Style Sheet) files that FrameMaker produces. However, this causes problems unless the reference to the CSS file within the HTML is also removed. The HTML has been generated chapter by chapter. Topics in the Engineering version have not been included.

3. Other Changes
3.1 An Index
V8.0.3 includes an index, which, in the PDF version, is hyperlinked to the topics listed. Topics in the Engineering version have not been indexed.

3.2 Illustrations of the Use of ORIENT
Three illustrations of the use of ORIENT have been provided in Chapter 7, one for each SI.

4. PROPINST OPRs
The mechanism for identifying errors, deficiencies, or needs in P2PI is the Operations Problem Report (OPR). OPRs can be filed or viewed by going to

and selecting "PROPINST." This version has incorporated as many OPRs as possible, summarized below.
