APT Version 12.3.1

One notable change for Cycle 12 was the introduction of the
APT proposal preparation tool for Phase II, which is the 
default tool as of Cycle 12. 
A new version of APT (12.3) was released on 7/10 fixing 81 
OPRs, and the followup version 12.3.1 was released on 7/17
fixing issues with wholly internal orbits.

WFPC2 Header Astrometry and UCHCOORD

The UCHCOORD task was initially provided to the community to 
correct WFPC2 astrometry due to a number of aperture parameter 
updates that took place during the early years of WFPC2 
operation. Since the implementation of On-The-Fly-Reprocessing 
(OTFR) in May 2001, all WFPC2 data retrieved from the archive, 
regardless of its observation date, has had these corrections
applied automatically before being delivered, thus we have 
discouraged running the UCHCOORD task on OTFR data since it 
is no longer needed (as described in WFPC2 STAN 45, March 2001 
by Baggett, Hsu & Gonzaga). It was expected that modifications 
to the UCHCOORD task enabled it to discriminate between old 
and new OTFR data, such that it would not perform astrometric 
corrections on any OTFR data, if it were inadvertently run 
(for example, Section 4.3.3 in WFPC2 Data Handbook, Version 
4.0, 2002, S. Baggett et al.).

However, it has recently become apparent that the UCHCOORD 
task may still modify the astrometric information in image 
headers even when the data are retrieved via OTFR, since the 
keyword expected by UCHCOORD ("PROCDATE") does not match the 
keyword provided by OTFR ("PROCTIME"). We thus caution 
observers that it is likely that the UCHCOORD task has always 
incorrectly modified astrometric information in images 
retrieved via OTFR if it were run on such data.

Now that this issue has been identified, we have implemented 
the correction to it in the UCHCOORD task, and this corrected 
version will be available in the next official version of 
STSDAS, scheduled for September. We remind users that it is 
no longer necessary to run the UCHCOORD task on any WFPC2 
data that is retrieved via OTFR, and we recommend that any 
old WFPC2 data should rather be re-retrieved via OTFR since 
many other calibrations are also improved. However, the new 
version of UCHCOORD will now correctly check whether or not 
the images have been processed through OTFR in case it is 
inadvertently run on such data, and will no longer modify 
the header astrometric keywords in such cases.

WFPC2 Cycle 12 Calibration Planning

The WFPC2 Cycle 12 Calibration Plan is currently being 
finalized. It contains two principal components: 
continuation of long-term monitoring, and special Close-Out 
programs. The long-term monitoring programs include the 
regular decontaminations, filter throughput checks, darks, 
biases, internal flatfields, Earthflats, and CTE monitoring. 
Some of these are scaled back compared to previous cycles, 
to account for the reduced WFPC2 usage during Cycle 12. Our 
special Close-Out Calibration programs incorporate feedback 
that we have received from the community, and include UV 
astrometric characterization, narrow-band/LRF central 
wavelength checks, and photometric cross-calibration aimed 
at improving the direct tie-in between the WFPC2 filter set 
and other photometric systems, most notably those of ACS, 
WFC3 and SDSS. We encourage any interested members of the 
community to contact us with further suggestions for WFPC2 
Close-Out calibration that could be performed either in this 
Cycle or the next Cycle. We remind the community that Cycle 
13 will likely be the last Cycle for WFPC2 observations before 
it is replaced with WFC3, thus we welcome any suggestions from 
the community on calibration observations that may be carried 
out to improve the overall scientific value of the rich
archival legacy left by the past decade of WFPC2 operations.

Toward a Multi-Wavelength Geometric Distortion Solution for WFPC2

The goal of an astrometric calibration of HST WFPC2 is to 
obtain a coordinate system free of distortion at the level 
of precision of 1 mas. So far such calibration has been done 
only for the wide bandpass F555W filter. The inner calibration
field of w Cen exposed through filters F300W, F555W and 
F814W has been used to examine the geometric distortion of
WFPC2 as a function of wavelength. The improved PSF-fitting 
technique by Anderson and King has been used to obtain the
working sets of x,y coordinates for stars in assorted HST 
WFPC2 frames with the globular cluster w Cen in these three
band-passes. We used a bicubic polynomial model to derive 
geometric distortions in the F300W and F814W filters relative
to the distortion-free coordinates in the F555W filter. For 
each filter, four sets of distortion corrections, corresponding 
to each of the four WFPC2 chips, have been optimized 
independently. The main conclusion of this study is that the 
difference in the amount of distortion in the F300W filter is 
about 3% higher than in the F555W but in the F814W filter it 
is about 1% smaller than in the F555W. Tables with distortion 
coefficients are also presented.
