Between NVSS and IRAS: Search for New Population of the Sky Objects
at RATAN-600

In this paper the results obtained by RATAN-600 data for galactic
(metagalactic) synchrotron radiation and the spinning dust radiation
are considered and compared with recent papers. The main purpose of
this work is the estimation of the contribution Synchrotron and
"Spinning dust" radiation to relic background in centimeter waves at
small angular scales.
The RATAN-600 facilities permit to obtain a whole spectrum of synchrotron
radiation in the 1-50 cm band at all scales of interest for CMB. According
to RATAN-600 data, the window in which the synchrotron radiation will not
interfere with observations of CMB at small scales is considerably larger,
than suggested before, and it increases the role of Ground Based experiments.
It is shown, that in a short centimeter range the synchrotron noise of the
Galaxy don.t interfere with detailed research of Sakharov.s oscillations
polarization (mode Е, l=1000). However, the investigation of a mode B is
needed to be carried out on shorter waves. The mode B connected with the
dispersion of photons on the relic gravitational waves (l=80).
The dust never was considered as an appreciable source of radio emission or
absorption of the radio waves. It was also applied to classical dust
described in the Mie.s theory. But since 1998 the situation has changed
radically. Under the influence of ionization by photons and collisions
with cosmic rays, large macro molecules acquire a charge and their rotation
leads to a powerful dipole radiation just in radio wavelengths. Many groups
consider that the spinning dust dominates over the other background sky
radiation. We estimated independently a probability of the most developed
hypothesis of .Spinning dust. (of the dipole radiation of macro molecules)
with the help of multifrequency studies with RATAN-600. It is shown, that
far from a Galaxy plane the restrictions connected with a dust in centimeter
waves are small. This agrees also with the new WMAP data, because the B-mode
in CMB polarization was not found there.
Now RATAN-600 Radio Telescope continues to accumulate the CMB polarization
data, including the angular scales unexplored by WMAP and inaccessible to
PLANCK Surveyor Mission.
