Proposal Deadlines and Procedures

Each year, proposal deadlines are the first working days in March and September, although proposals may be submitted at any time. After refereeing, each proposal is allocated a ``broad ranking'' and a recommended amount of observing time should the proposal get scheduled (see Section 5.2).
