I have downloaded some FORS2 data from the archive. Why are there multiple fits files with the same start-time?

The FORS2 CCD mosaic consists of two chips. The data of these chips is stored in individual fits files. Hence for each exposure, there are two FITS files with the same start time and date, corresponding to the data from chip1 and chip2.
